Tas. Carlos A. Santiago-Flores, MIE, MBAs, CDEI

Carlos Santiago is president of General Appraisal Services, PSC. A certified general appraiser for the last 24 years. Santiago-Flores is a US Army Veteran (FDC) serving veterans as a Senior Appraiser and Specially Adapted Housing Agent of the Veterans’ Benefits Administration, in charge of the Caribbean Zone of the Southeastern Regional Office.He is a licensed real estate broker, consultant, appraisal instructor, and a Certified Distance Education Instructor. He obtained a BBA in marketing, graduating Magna Cum Laude, Inter American University, San Juan, PR. Earned two master’s degrees (MBAs), one in finance, the other in human resources, graduating Magna Cum Laude, in both, Inter American University, San Juan, PR.

Has instructed the following courses: Advanced Residential Applications and Case Studies, National Appraisal Exam Coaching for PR Appraiser License, Residential and General Certification; Residential Market Analysis and Highest and Best Use, General Market Analysis and Highest and Best Use, Mastering Unique & Complex Property Appraisal, Statistics, Modeling, and Finance, General Report Writing and Case Studies, General Site Valuation and Cost Approach, Investment Analysis for Income Producing Properties.

Also, developed the following seminar: Understanding Extraordinary Assumptions & Hypothetical Conditions. Is an instructor for the International Association of Assessing Officers for the courses Income Approach to Valuation I, and Income Approach to Valuation II.

 
 
Tas. Enrique E. Ferrer Urbina, MIE, MBA

Enrique E. Ferrer Urbina has been dedicated to real estate appraisal in Puerto Rico for over 34 years. He is the owner of the firm Enrique Ferrer LLC in San Juan, Puerto Rico. Mr. Ferrer qualified as an expert by local and federal courts.

Holds a bachelor’s degree in agriculture with a specialty in Agricultural Engineering from the University of Puerto Rico, Mayaguez Campus, and a master’s degree in Agricultural Economy from the University of Puerto Rico, Mayaguez Campus. Mr. Ferrer is licensed to appraise in Puerto Rico and holds a General Certification, with over 1,000 hours of evaluation courses and seminars.

Additionally, Mr. Ferrer Urbina is a member of the Instituto de Evaluadores de Puerto Rico (MIE), Mortgage Loan Officers Association of Puerto Rico, Mortgage Bankers Association of Puerto Rico, and American Society of Agricultural & Biological Engineers. Moreover, he was the former President of the Examining Board of Real Estate Appraisers Puerto Rico and recently recognized as “Outstanding Professional” by the Mortgage Bankers Association of Puerto Rico.

He served as an academic professor for the Agricultural Sciences Department of the University of Puerto Rico in the Mayagüez and Utuado Campus; has instructed and given lectures at the Mortgage Bankers School of Puerto Rico, Polytechnic University of Puerto Rico, Mortgage Loan Officers Association of Puerto Rico, commercial and financial banks, and institutions. Ferrer is a developer/instructor of the following appraisals courses: Real Estate Appraisal Analysis; Reviewing Residential Appraisals, Appraising Residential Properties, Income Properties Valuation, Commercial and Agricultural Properties courses.

 
Tas. Eliezer Cruz Rodríguez, MIE, JD

Attorney Eliezer Cruz Rodríguez has been dedicated to real estate appraisal in Puerto Rico for over 20 years. He is the principal of the firm ECR Appraisal Group LLC. Holds a bachelor’s degree in finance & marketing, Cum Laude, from the University of Puerto Rico, and a Juris Doctor, Cum Laude, from the InterAmerican University of Puerto Rico.

Licensed to appraise in Puerto Rico, holds a General Certification, and qualified as an expert on local courts. He is an accredited member of the Instituto de Evaluadores de PR; and has taken over 400 hours of evaluation courses and seminars. Member of the National Association of Realtors

Eliezer Cruz Rodríguez has given lectures at universities, commercial banks, specialized appraisal schools, and financial institutions. Instructor of Law and Rules for Appraisers courses. Professor at the Polytechnic University of Puerto Rico and Caribbean University. Participant of the program Cuban Legal System, Judicial Tutorship with appellative Court of Puerto Rico. Former board member of Asociación de Arrendadores de Bienes Inmuebles de Puerto Rico, Inc., Asociación de Litigación de la Universidad Interamericana, and American Marketing Association.

 
 
Tas. Ivan R. Canino, MIE, MBA, ASA

Ivan R. Canino has been dedicated to real estate appraisal in Puerto Rico for over 50 years. He is the principal of the firm Canino, Romaguera, and Associates, a multidisciplinary appraisal firm on the Island. Holds a bachelor’s degree in economics and business administration from the Interamerican University of Puerto Rico, and a master’s degree in business administration (MBA) from the University of Phoenix in Guaynabo, Puerto Rico.

He is licensed to appraise in Puerto Rico and holds a General Certification. He is qualified as an expert by local and federal courts. Certified to teach the Uniform Standards of Professional Appraiser Practice (USPAP). He is an accredited member of the American Society of Appraisers (ASA) in the discipline of Machinery and Specialized Techniques. Has taken over 3,500 hours of evaluation courses and seminars. He was recognized as Puerto Rico's Most Distinguished Evaluator In 1987, by the Puerto Rico Association of Realtors. Maintained a weekly column in The San Juan Star newspaper known as Ask Your Appraiser for four years. Represented the Instituto de Evaluadores de Puerto Rico at the Appraisal Foundation in Washington, DC for six years.

Canino has given lectures at universities, commercial banks, specialized appraisal schools, and financial institutions. He is a developer/instructor of appraisals courses and seminars, such as Appraisal Principles, Appraisal Procedure, Income Producing Properties, Advance Income Producing Properties, Comndenation, Appraising Motels, and other seminars and courses.

 
Tas. Jesus R. Vera, MIE, JD

Attorney Jesús R. Vera has been dedicated to real estate appraisal and property acquisitions in Puerto Rico for over 25 years. He has managed property acquisition process of public projects in the island, He has performed managerial tasks, appraisal, and appraisal review tasks in multiple projects for the PR Government, and agencies and municipalities. He is the president of FMR Investments, Inc. and FMR Sites, LLC. Both corporations invest and develop infrastructure for the wireless industry. In addition, he provides consulting services to other telecommunications industry players.

He is qualified as an expert witness by local and federal courts. He has participated as an appraiser in hundreds of judicial procedures, including complex civil trials, eminent domain cases, and all types of litigation. Jesus holds a bachelor’s degree in political sciences from the University of Puerto Rico, Río Piedras Campus, and a Juris Doctor degree from the School of Law at the University of Puerto Rico. He is licensed to appraise in Puerto Rico.

Jesús has given lectures and instructor at universities, specialized appraisal schools, and the PR Department of Justice. He is a developer/instructor of appraisal following courses: Basic Appraisal Procedures Condemnation - Eminent Domain, Property Rights Valuation, The Appraiser as an Expert Witness, Valuation of Cell Towers, and other seminars.

 
Tas. Luis Enrique Pagán Cuevas, MIE, PE, MBA

Engineer Luis Enrique Pagán has more than 35 years working in his Appraisal, Engineering & Real Estate firm. He is a Professional Engineer also registered in the Surveying Permanent Roster (SPR) in PR, General Certified Real Estate Appraiser in Puerto Rico & Florida, AQB Certified USPAP Instructor, Real Estate Broker, General Real Estate Instructor, Professional Elevator Inspector & Related Equipment’s.

Holds a Bachelor of Science in Industrial Engineering (BSIE) from the University of Puerto Rico Mayaguez Campus, and Master of Business Administration (MBA) with majors in Operations Management and in Human Resources from the Interamerican University of Puerto Rico. Pagan is a trainer & consultant with academic background and firsthand experience in the real estate consulting business, real estate appraisal / appraisal review / appraisal consulting practices, and in the academia.

Has worked full time in Engineering & Management positions in the Manufacturing Pharmaceutical Industry and with the Federal Government as a Senior Appraiser / Specially Adapted Housing Agent with the Department of Veteran Affairs & as an Area Director for the USDA - Rural Development. Have supported and supervised global client groups mainly in the USA & Latin America.

He has been Professor in the Engineering, Business Administration, and Mathematics Departments in the main universities of Puerto Rico and with recognized Professional Organizations. Also has held Managerial Positions at university level. Active member of the “Colegio de Ingenieros y Agrimensores de PR (CIAPR)” and of the “Instituto de Evaluadores de Puerto Rico (IEPR)” among others. Has instructed the Appraisal Courses required by the Appraisers Qualification.

 
Tas. Luis G. Padilla Bruno, MIE, JD, MBA

Attorney Luis G. Padilla Bruno is a qualified real estate appraiser in Puerto Rico with 50 years of experience. He is the founder of Luis G. Padilla, and Associates located at Cond. Executive Tower, Hato Rey, Puerto Rico. He has participated as an appraiser and attorney in judicial procedures, including complex civil trials, eminent domain cases, and all types of litigation.

Padilla holds a bachelor’s degree in business administration from the University of Puerto Rico, and a Juris Doctor from the Interamerican University, Cum Laude. He is licensed to practice in Puerto Rico and holds a General Certification. He is an accredited member of the Instituto de Evaluadores de PR, has taken over 700 hours of evaluation courses and seminars.

Luis G. has given lectures at universities, commercial banks, specialized appraisal schools, and financial institutions. He is a developer/instructor of appraisals of the following: Eminent Domain, Valuation of Property Assessment of Public Nuisance, Damage Assessment Theory, Laws and Regulations Affecting Real Estate and other courses and seminars.

 
Tas. Milton E. Flores Solá, MIE, MBA, CREA

Milton E. Flores-Solá is president of Milton Flores & Associates, C.S.P. a real estate appraisal and consulting firm that has-been appraising for more than fifty years providing professional appraisal services for the region’s property owners, financial institutions, local and federal governments. The firm provides a full range of appraisal services including consulting, appraisal reports, feasibility studies, highest and best use studies, and court testimony. The assignments have involved a wide variety of property types including Machinery and Equipment, Real Property and Personal Property.

Flores-Solá is a certified general appraiser with more than twenty-five years’ experience. Received Bachelor degree in Business Administration from the University of Puerto Rico, San Juan, and a master degree (MBA) in Real Estate and Urban Development from The University of Connecticut, acquiring experience working hand in hand with professors late William N. Kinnard, Jr. Ph.D., Professor of Real Estate and Finance, Department of Finance, School of Business, and Professor Clemon F. Sirmans JR. Ph.D. Director of the Center for Real Estate and Urban Economic Studies, School of Business, both from the University of Connecticut, Storrs CT.

Instructor’s experience includes professor at the Department of Finance in the College of Business Administration at the University of Puerto Rico and Interamerican University of Puerto Rico teaching real estate and economics courses. Milton is a frequent speaker at local civic organizations, national and regional conferences, TV, and Radio shows, and Podcast programs. Flores maintains past and current data information of the socioeconomic changes in the PR Real Estate Market.
